Rocking Horse Road is the only way in and out of Southshore, a sandspit about 8 km east of the city centre with the Pacific on one side and the Avon Heathcote Estuary on the other. The spit is roughly 2.5 km long and between 300 and 500 metres wide. Most of it was subdivided in 1916, but few people lived here permanently until after the Second World War. The 2023 census counted 1,095 residents and 453 dwellings, and just over a fifth of them were aged 65 or older.
Is Southshore still prone to flooding?
The land is prone to flooding from both the estuary and the sea, and the road itself used to flood often enough that it was later channelled and kerbed. After the 2010 and 2011 earthquakes the estuary side was red-zoned: 198 properties were zoned red and 203 were not, in a decision released in May 2012. That western strip is now green space. In 2024 the City Council approved $12.5 million for erosion and flooding work across Southshore and South New Brighton.
The Council's groundwater fact sheet also puts the shallowest groundwater, under a metre down, along Rocking Horse Road. We cannot tell you about the flood risk to a particular section, but we can tell you what we see when water gets in: soaked underlay, swollen skirting and a smell that lingers for weeks if drying is slow.
